The four sections follow the order they do because each one depends on the one before it. You can't observe a passage carefully until you've slowed down enough to actually write it out, and application only means something once you've taken the time to understand what the text is actually saying, not just skimmed it. Prayer comes last because it's meant to be a response, a way of bringing what you've just worked through back to God, rather than a separate exercise disconnected from the rest of the page.
